Rt Revd Alan Wilson's been reacting to a statement given by the Archbishop of York Dr John Sentamu in which he explains why he won't be laying hands on a traditionalist bishop for diplomatic reasons.
In the next 10 days, two bishops will be consecrated.
On Monday, Revd Libby Lane will become Bishop of Stockport and in doing so will become the Church of England's first female bishop.
The following week Revd Philip North will take on the role of Bishop of Burnley. Coming from a traditionalist background he'll have oversight of parishes who don't feel comfortable under the leadership of a woman bishop.
Yesterday, the Archbishop of York explained how he will show 'gracious restraint' in not laying hands on Revd North to appease those who would feel uncomfortable with the idea of bishop laying hands while consecrating a woman then a man.
The Archbishop said this was not being done at Revd North's request.
In his statement he said: "Any suggestion that the arrangements proposed for the consecration of the Bishop of Burnley are influenced by a theology of 'taint' would be mistaken.
"The Church of England itself is, as the first of the five principles, says 'fully and unequivocally committed to all orders of ministry being open equally to all, without reference to gender'. At the same time it has affirmed, in the fourth of the principles, that: 'since those within the Church of England who, on grounds of theological conviction, are unable to receive the ministry of women bishops or priests continue to be within the spectrum of teaching and tradition of the Anglican Communion, the Church of England remains committed to enabling them to flourish within its life and structures'."
Bishop of Buckingham, Rt Revd Alan Wilson has questioned the way this has been handled.
Speaking on Premier's News Hour said: "I have to say, for someone looking at the thing from the outside would say whoever is running the marketing for this organisation is insane.
"Having spent so much blood and thunder getting to a clear result, how can you snatch defeat from the jaws of victory? From a human point of view that pretty much seems to be what they've done."
Campaign group Women and the Church (WATCH) has also criticised the proposals.
In a statement it said: "We are saddened that there will be such a powerful visual sign of a divided College and House of Bishops at the moment of consecration.
"The Bishop of Burnley is a suffragan bishop, and not a PEV: he is a minister for the whole Church of England in the Diocese of Blackburn and the people of that diocese are looking forward to working with him across the traditions."
