Revd Marcus Bull, school chaplain in Halifax, told Premier that flooding in northern England has been taking its toll on families: "How do you keep hopeful over the next few days?
"I've read some comments on Facebook in the last couple of days from people saying 'we can't do this again', they were flooded in 2012, we're able to get insurance and they were flooded again now.
"They can't carry on."
The Environment Agency has promised a "complete rethink" of flooding preparations.
The prime minister visited the region on Monday to thank the emergency services working in the city - and has defended the government's spending on defences across the UK.
Revd Marcus Bull added that: "Lots of people have lost absolutely everything.
"There are piles of goods and furniture outside houses, mud everywhere - but at the same time there's an incredible community feel."
His church St Martin's is under water however Revd Marcus Bull told Premier that: "the local cricket club are allowing us to use their premises for worship in the meantime so that we can keep going.
"What gives us hope I think is just that the community... are just so resilient."
He was speaking after flooding devastated parts of Britain and is estimated to cost the economy nearly 6 billion pounds.
