Gay clergy to be banned from becoming bishops

It's reported homosexual clergy will be barred from becoming bishops in the Anglican Communion.
Liberals will be warned they face being expelled unless they respect the ban.
The plans are set to be discussed at Lambeth Conference tomorrow.
However, there are frustrations at the once a decade gathering at the University of Kent in Canterbury because the issue of homosexuality hasn't been discussed yet.
Bishop of Christchurch Victoria Matthews tells Premier why talks on the issue have been delayed.
Meanwhile the Archbishop of Canterbury says the Anglican church badly needs to resolve its internal tensions.
It's facing divisions over homosexual clergy and the consecration of women bishops.
Dr Rowan Williams says churches that're fearful and inward-looking don't easily convey the message of living in a more hopeful atmosphere.
