Pastor calls for help for elderly, amid claims they're hardest hit by cuts

Phil Wright from the Cellar Church in Ellesmere, Shropshire, has been speaking after the study warned that increasing numbers of care homes would go bust.

Speaking on Premier's News Hour he said: "We're investing heavily, and rightly, in advancing medical science and cures but that has to be balanced [with the reality].

"If we cure people, they're going to get older and, therefore, we need to balance the books between an older generation who need to be financed, as well as our medical care."

A study from the King's Fund and the Nuffield Trust concluded some older people struggling to complete simple tasks, such as dressing themselves or getting out of bed, are being denied state-funding for care.

It warns spending by local authorities on care for older and disabled people has seen an eleven per cent fall in real terms over the last five years, while the number of people receiving government-funded support has dropped by around a quarter.

Ruth Thorlby, deputy director of policy at the Nuffield Trust, said: "Our research found that local authorities have done their best to make savings while protecting funding for the poorest, but care providers are struggling on the low fees councils can afford."

The King's Fund and the Nuffield Trust raised concern over how the number of older people staying in hospital longer than they need to because suitable care accommodation for them hasn't been found, putting strain on the NHS.

It also highlights how reductions or below-inflation increases in funding is among a number of factors which has pushed some care home providers to the brink of failure.

Richard Humphries, assistant director of policy at the King's Fund, said: ''The failure of successive governments to reform social care has resulted in a failing system that leaves older people, their families and carers to pick up the pieces."

The study also predicts unpaid carers - such as relatives and other loved ones - will have to be more heavily involved in caring for older people.

The government said it understands social care "is under pressure" but it is "committed" to ensuring people in old age receive "affordable and dignified care".

A Department of Health spokesman said: "That's why we have introduced landmark reforms to ensure no-one should have to sell their home to pay for care in their lifetime, and why we're significantly increasing the amount of money local authorities have access to for social care, by up to £3.5 billion by 2020.

"Our Care Act gave new rights to carers and we will be publishing a new Carers Strategy shortly."

Debbie Thrower, a team leader from the Bible Reading Fellowship's The Gift of Years programme told Premier: "We are seeing a huge expansion in the number of people who are becoming frail elderly.

"In my part of Hampshire, for example, in the next ten years or so, there will be an additional six per cent of people falling into the category of frail elderly.

"So, that begs a lot of questions about care: are the number of places for people in that category growing at the same rate as the need is growing?"
